Labour providing decent homes for all


The Labour Government has implemented a Decent Homes initiative which aims to bring all social housing into a decent condition by 2010 and requires that councils make them warm, weatherproof and have reasonably modern facilities. Many local residents have benefitted as a result of the scheme which has seen lots of homes refitted with modern kitchen and bathroom facilities. However, Labour councillor, Phil Greenhead is concerned that the Conservative Council in Ealing is not doing enough to monitor the work properly and that this has resulted in shoddy workmanship in many cases. The Council currently only checks the quality of work in 5 per cent of cases, but Cllr. Greenhead insists it should be much more thorough in view of the large sums of public money involved and the distress caused to residents when the renovation work is sub-standard. Tories cut Hanwell's Park Rangers

Over recent months the Tory Council has made stealth cuts to the Borough’s frontline Park Rangers. They are also closing the Ranger Base in Brent Lodge (Bunny) Park. This is bound to have a negative effect on the amount of patrols and conservation work in Hanwell’s parks and open spaces. Despite a strong campaign by residents and a petition of 552 signatures, Hobbayne’s Tory councillors demonstrated a marked lack of sympathy for local concern and actively supported the cuts which they labelled ‘efficiency savings’. Once again they have shown themselves to be out of touch and unwilling to represent the views or act in the best interests of the local people they serve.

Labour delivers Crossrail


Gordon Brown has given the go ahead for the £16 billion Crossrail Project. This is fantastic news for Hanwell, which will benefit from a direct train service from Hanwell station into the heart of London and beyond with vastly reduced journey times and double the capacity.
A twice hourly service between Heathrow and central London will also stop at Ealing Broadway, Bond Street, Tottenham Court Road, Farringdon and Liverpool Street among other stations.
Working with the local residents Hanwell Labour will continue to press for a Sunday service on the Greenford branch, Sunday opening of Hanwell and West Ealing stations as well as lift installations at both.
We will also be pressing the Council to deliver improvements in access to the station in terms of local connections to all forms of transportation.

Labour's Police Safer Neighbourhood Team a great success in Hobbayne

The total number of crimes in Hobbayne ward for the first 6 months of this year is down by 21% compared to the same time period last year. Real benefits are now being felt from the Labour initiative which has installed a dedicated local police team in each ward. Teams are able to build up a wealth of local knowledge and use this on a daily basis to help reduce crime and identify offenders. In Hobbayne the news that robberies are down by 82% and snatches down by 20% will be very welcome. Labour has given police new powers to direct groups of two or more people who are acting anti-socially to disperse and a six month dispersal area was recently put in place covering the Pilgrim Estate and Poets Corner area.
Labour has also delivered record numbers of police and given communities new powers to get tough with the louts who make life misery for their neighbours.
And because we believe in the rights of the decent majority before those of the mindless minority, Labour has given councils new powers to improve their local environment by tackling graffiti, noise pollution and abandoned cars, again all opposed by the Tories.

HANWELL STREET PARTY

Please come along to the Hanwell Street Party this Saturday (22nd September) from 10.am-5pm in Station Rd. The focus of the day will be promoting greener, sustainable forms of transport and there will be a Dr Bike stall providing free bicycle repairs and information about cycling as well as a Car Club providing cheap and accesible car hire for households which might otherwise be tempted to buy a second car.

This community event has now grown to involve three of Hanwell’s residents’ groups directly and several others indirectly. It has all been planned and organised by local residents who have the community’s interests at heart. There will be a local history/issues stall, advice on how to stop smoking, bat groups, bedding plants, ceramics stall, zoofari, Brent Lodge Rangers, chip pan fire demonstrations and lots, lots more!

It promises to be a great day, and the planning has been first class, so please come to support the many stalls, bands, bar and BBQ, face painting, fancy dress (children), exotic animals, beat the goalie and lots more.

HANWELL COMMUNITY CENTRE -LATEST

As you may be aware, Hanwell Community Centre was rescued from being sold at auction by Ealing Council approximately three years ago because the previous Hobbayne Labour councillors argued strongly that an independent investigation ought take place before any final decision by the Council could be taken. The previous Labour Council then commissioned an 'options appraisal' study which it jointly funded with Hanwell Community Centre's Management Committee. This study was conducted during 2006 and a report compiled last February, which the new Conservative Council has, so far, not released to the public.

This delay in publication fuelled concern that the building might be threatened with demolition and our leaflet revealed that the police believed this to be the likely outcome. Although the Conservative leader subsequently denied that this was likely he has still not said what will be happening to Hanwell Community Centre nor published the long-awaited results of the study.

Your Labour Action Team feels very strongly that local residents must be kept well-informed and be given ample opportunity to be fully involved in any decision about their community centre's future. To this end we have been chasing the Council for information regarding their intended action and process for involving residents. We have now been informed that Hanwell Community Centre's Management Committee has requested that a further option be explored. This would involve turning the centre into a 'community trust' which would allow the committee to take over the building from the Council. This proposal will necessitate further meetings and is therefore likely to take several weeks/months. However, the fact that the lease expires in March 2008 means that the matter cannot drift and a consultation is expected to take place during late autumn. We would strongly urge you to take part in this consultation and will advise you as soon as we know when it is to be and what form it will take.

It is very apparent from the many comments we continue to receive on our petition that local residents remain as strongly committed as ever to preserving the centre as a resource for the community, as well as deeply attached to the current historic building. We will continue to keep the pressure on the Council and will keep you as fully informed as we possibly can. Labour Victory in Ealing Southall


Virendra Sharma is the new Ealing Southall MP.

He has pledged to work very hard for his constituents. It was a reasonable night for the Liberal democrats but a disasterous night for the Tories, who came a poor 3rd despite a desperate campaign involving 5 personal visits from David Cameron, a high profile candidate and some very dodgy campaigning tactics.
It is a great credit to the local people that they saw through the Tory's gimmicky candidate with no history or substance and rejected him! It is only proper that a local politician who has stood by his political convictions for a great many years should prevail over one that was drafted into the Tory party only days before the by-election!

Tory candidate Tony Lit exposed as a naked opportunist


















Tory businessman Tony Lit has been exposed as a shameful opportunist. Click on title above to read about it. Only a few weeks ago he donated £4,500 to the Labour Party. Now he is standing as the Tory candidate in the Ealing Southall by-election this Thursday. Joan Ryan, the Labour Party vice-chairman who is running the by-election campaign, said: "David Cameron's personal intervention to overrule local Tories and appoint a candidate has totally backfired."

So much for conviction politics! What party will Tony Lit decide to support after he loses this week?

Snubbed Wannabe Gurcharan Singh Defects!


Cllr Gurcharan Singh and four other former Labour councillors have defected to the Tories because of Singh's failure to get selected as the Labour candidate for the Ealing Southall by-election on Thursday 19th July. Quite frankly, Singh's insatiable personal ambition has been a divisive influence and liability for far too long and suffice to say the Labour party will not be mourning his loss nor that of his followers. Any councillor who opportunistically betrays his voters and colleagues is an asset to no party. The Tories are very welcome to Cllr Singh! His predisposition to changing colour should ensure his compatability with Dave the Chamelion!

Tory U Turn - Station Rd 'SAVED' by Ealing Southall by-election?



At a meeting of the Council's Overview & Scrutiny Committee last week Cllr Costello did a complete U-turn and offered no defence of his former decision to re-open Station Rd to through traffic. The Tory councillor backed down from his professed principle of opposition to roads being closed off in the face of overwhelming opposition and a well organised campaign by local residents which was supported by Hanwell Labour. It is perhaps worth noting that he was not moved by the rather passionate protests of dozens of local people during the Hanwell Area Committee meeting on June 6th, when he forced the controversial re-opening of Station Rd through. Far from it - it appears that Cllr Costello had a massive change of heart after the sad death of the late Piara Khabra, Member of Parliament, and cynics might be tempted to conclude that the resulting by-election in Ealing Southall might have had alot to do with it! His fellow Tories do not want any boats rocked until at least after the by-election. Whatever the reason, Cllr Costello has eaten a large slice of humble pie and done a remarkable U-turn and that has to be a good thing for residents. So, if a little uncomfortable with having to ditch his principles perhaps he can derive some comfort from the fact that his leaders are probably very relieved he's decided to tow this week's Tory party line. He's obviously prepared to listen to his leadership - if not the local people. What was noticeable though was not one of his fellow Tory Hanwell councillors turned up to support him up in the meeting. Too afraid to face the wrath of residents? No marks for bravery there!

Tories Neglecting Hanwell

The Ealing Gazette recently portrayed a table showing the percentage of streets in each ward that received an 'A' standard for being clean upon inspection. The monthly statistics, which began in November 2006 and ran to May 2007 reveal marked discrepancies between the wards. By comparison with our own Hobbayne ward, Ealing Broadway, Ealing Common, Hanger Hill and Northfields seem to have done very well under this Conservative Council. These Tory stronghold wards have benefited from an increase of almost three times as many 'A' graded streets as Hobbayne streets. This does not seem fair as we all pay our council tax. It is not surprising however - just more evidence that the Tories favour their own voters.

Hanwell Community Centre Update


The Tory leader has falsely accused Labour of "telling outright lies" about the possible demolition of Hanwell Community Centre.
Quite simply, he was not at the meeting and he has got his facts wrong.

THE FACTS ARE AS FOLLOWS
1. The Tories invited the police officer to the Hanwell Area Committee meeting on 6th June 2007, which is a public meeting open to all residents.
2. The police informed residents that they had been unable to find accommodation for the Hobbayne Safer Neighbourhood team within the Hobbayne ward. In response to a resident's suggestion that the police rent space at Hanwell Community Centre, the police officer replied, "Hanwell Community Centre is not suitable because demolition is the likley option after this year's lease is up."

THE TORY LEADER FALSELY and SCANDALOUSLY ACCUSES LABOUR OF;
1. Lying - yet the above happened in a public meeting and can all be easily verified with local residents.
2. Unfairly using a police officer "for political gain" - yet it was the Tories who brought the police to the meeting. We merely reported what had been said in a public meeting in response to a resident's question. The Tory leader's aggressive over-reaction is due to his humiliation that this bad news came out.
3. Damaging the image of the council by reporting that there were fears that the Tories might use the long awaited report into the centre's future options to recommend it be closed.
Yet local residents are sceptical that the Tories will stump up the money to keep the centre going and are genuinely and quite rightly, concerned.

The Tory leader also selectively quoted from an email the police officer in question subsequently sent to all the parties concerned, in which he states that he is not aware that the centre is to be demolished within a year and apologises for having given that impression at the area committee meeting. The Tory leader, misleadingly, tries to use this email to support his fallacious allegation that Labour had lied about this revelation. Once again, the Tory leader's account of events is not accurate. The email clearly contains no denial from the police officer that he said he thought it was going to be demolished at the public meeting.

The Tory leader does not like his bad news being leaked. Well tough! He can throw as much of his weight around as he likes but he will not deter us from doing all we can to preserve Hanwell Community Centre for this community.

The bottom line is -WILL THIS COUNCIL STUMP UP THE MONEY TO SAVE HANWELL COMMUNITY CENTRE OR NOT? And will it make the options appraisal report, open to the public, who, after all, funded it?

Miliband unveils CO2 calculator


An online calculator that enables people to work out their carbon footprint using government-recognised data and calculations was launched by Environment Secretary David Miliband at an eco-friendly internet cafe in Central London today.

Using the calculator, people can reliably calculate their carbon footprint from home energy, appliances and transport, and choose to calculate either their own personal footprint or their household's. The calculator then develops a personalised action plan for users, with steps they can take to cut their emissions.

Mr Miliband said: "Around two thirds of people are already taking action to try to limit climate change - but there is a lot of confusion about what people can do and how effective those changes actually are.

"We want to cut through that confusion. This carbon calculator will help people decide what they can do - and be sure it will make a difference. Using it, people can work out the impact of their actions and, with the tailored recommendations provided by the calculator, identify the best way to reduce their footprint.

"This calculator is a real innovation - using up-to-date, authoritative data and recognised calculation methods. As the calculator improves and develops, I want it to become the gold standard for calculating CO2 emissions from individuals and families."

The Act on CO2 calculator includes a range of features, including:

* The ability to customise to an individual or household;

* Three areas of lifestyle - home, electrical appliances, and personal travel - brought together in one calculator;

* Advice tailored to the information people give the calculator, rather than giving generic CO2-saving tips;

* Recommendations on reducing and avoiding energy waste, not just offsetting it; and

* Reliable, transparent and regularly updated data.

The underlying software that runs the calculator's 'engine' will be made freely available under 'open source' licences, to enable others wanting to power their own calculators to use it, with their own branding.

Recent research commissioned by Defra has shown that 94% of people in Britain now believe that the world's climate is changing and 57% believe that we are already feeling the impacts of climate change. 66% of people surveyed said they were already trying to take personal action to try to limit climate change.

The calculator is a public 'trial' or beta version, and there are plans to develop and improve it using feedback and ideas from users. Further updates of the calculator will be released over the next few months with the addition of more features to make it even easier for people to calculate their carbon footprint.

Latest on Hanwell Community Centre



At the Full Council meeting last night, the Tory leader denied that there were any plans to demolish Hanwell Community Centre. However, when pressed by Labour councillors to give an assurance that he would save the building for community use, by investing in its future viability and renewing the lease (due to expire in 9 months) he failed to do so.


We welcome the news that the building itself appears not to be under immediate threat but remain concerned about the Tories' commitment to its longterm viability as a resource for the local community. We are especially concerned in view of the fact that they wanted to close the Dominion Arts Centre in Southall, and only back-tracked because their plans to lease it to a third party fell through and local people put pressure on them with a petition carrying 1000 signatures.

We think that the outcome of the recently completed options appraisal report ought to be made public for local people to consider. So far, this has not been done. This feasibility study was commissioned by Hanwell Labour councillors, who fought hard to prevent Hanwell Community Centre from being sold at auction three years ago.

The earth is in imminent danger!


"Recent greenhouse gas emissions place the Earth perilously close to dramatic climate change that could run out of control, with great dangers for humans and other creatures," says a group of researchers from Nasa's Goddard Institute for Space Studies. According to them, only intense efforts to curb man-made emissions of carbon dioxide emissions and other greenhouse gases can keep the climate within or near the range of the past one million years. Hanwell Community Centre under threat of Demolition!

At the latest Hanwell Area committee on 6th June local residents were stunned when police announced the imminent demolition of much loved Hanwell Community Centre. The historic building has been central to Hanwell’s identity and social fabric for many generations but it emerged that the Conservative Council is unlikely to renew its lease, making its future untenable. Although several organisations have shown an interest in locating there, including the local police force, the short time-span left on the lease is making it unviable for them to do so and it is a great pity that the Hobbayne Safer Neighbourhood Team will now have to move to a location outside the ward instead.
Tory councillors refused to debate the centre’s future in public with concerned residents and quickly moved onto the next item on the agenda, confirming suspicions that they intend to decide the matter behind closed doors.
A Cuckoo Estate resident complained that groups interested in renting space in the community centre are being discouraged by the lack of commitment the Tories are showing to its future. “The uncertainty is condemning an important community resource to a downward spiral towards demolition” he said. This has heightened fears that a long awaited report into the centre’s future feasibility, which was jointly commissioned and financed by the previous Labour Council and Hanwell Community Centre management committee, has been hijacked by the new Tory administration to recommend closure.
Residents feel that Hanwell is paying the price for the Tories investments elsewhere in the borough. Tory stronghold, central Ealing, always benefits disproportionately and they are promising a 2 million pound makeover for Tory leader, Cllr Stacey’s own area in Greenford which already benefits from its own community centre, library and police station, which residents fear may now be under threat in Hanwell. This level of expenditure would have secured Hanwell Community Centre’s future for generations to come and the loss of it will be a big blow for our community.
The massive rise in allowances the Conservative leader, deputy leader and mayor awarded themselves a few weeks after winning the council last May appear to be being financed by selling off valuable community assets and cutting services to vulnerable mentally ill residents.

Hanwell residents defy arrogant Tory councillors


Nearly 100 angry residents showed their defiance of the four Hanwell Conservative councillors' arrogant decision to re-open Station Rd to through traffic. The road was closed six years ago following a multitude of complaints from many residents over a number of years about the daily dangers they faced due to rat-running and speeding traffic. The scheme had worked well and despite residents' demands for an explanation, the Tory councillors have so far not offered a satisfactory rationale for re-exposing these roads to inevitable rat-running again. Roads likely to suffer the knock on effect of the rat-running include Golden Manor, Manor Court Rd, Cuckoo Lane, Campbell Rd, Church Rd and Grove Avenue.

Dozens of angry residents stormed out of the Hanwell Area Committee meeting last night in disgust at the complete contempt for local democracy shown by the four Tory councillors in Hanwell. The arrogance and incompetence of Cllrs. Costello, Popham, Oxley and Kapoor proved too much for local residents, who demanded to know why their views were being so flippantly dismissed in favour of proposals for which the Tories could offer no supporting evidence.

Despite the fact that the overwhelming majority of residents fiercely objected to their proposal to re-open the Lawns roads to all traffic, the Tories voted it through, provoking angry cries of, "Wait until the election!" and "They are not listening!" from frustrated local residents.




The fact that they singled out this issue alone from a whole series of proposals flowing from a recent traffic study angered residents from Grove Avenue who raised the issue of rat-running in their road and were frustrated when the Chair, Cllr. Colm Costello, just ignored them.

Abuse and criticism was hurled at the Tory councillors from all quarters, especially when one resident, Ray Wall, highlighted the inconsistency in voting to re-open the popular road closure when only moments before they had voted to pave over the Station Rd area adjacent to the Uxbridge Rd. The contradiction in the two proposals revealed that they had obviously not even read their paperwork!

It was clear to all that the Tories were hell bent on opening up the road again regardless of the wishes of local people. Once again, they wilfully chose not to listen to the voices of local people and remain determined to open up rat runs to non-local traffic!

We are working alongside Living Streets in campaigning for Transport for London to install a pedestrian crossing at the busy and dangerous Church Road & St George’s Road junction with the Uxbridge Road.

This junction was identified by Living Streets as the No.1 priority to improve walking around Hanwell in their 'Walkability' project. Many local children's safety is put at risk crossing these roads every day on their journey to a from school because of the lack of a Green Man crossing.

Labour: improving public transport and tackling congestion

Labour have published a draft Bill which will help improve public transport across the country and cut congestion in our towns and cities.The draft Bill sets out proposals to restructure how local transport is delivered within communities and would mean that the travelling public could benefit from local authorities taking local action to meet a communities transport needs. If approved by Parliament the draft Bill would:

* Give local authorities the right mix of powers to improve the quality of local bus services.
* Empower local authorities in our major urban areas to review and propose their own arrangements for local transport organisation.
* Update existing powers so that where local areas wish to develop proposals for local road pricing schemes, they have the freedom and flexibility to do so in a way that best meets the community’s needs.

The draft Bill would give authorities the flexibility and powers to deliver a tailored transport system better suited to the needs of the area. Douglas Alexander MP, Labour’s Transport Secretary said: "Improving public transport is vital if we are going to tackle congestion and climate change. "Two-thirds of public transport journeys are made by bus, so it is only right that this Bill focuses on how we improve bus services.

"The measures we have published today will give local authorities the powers they need to ensure that local bus services meet local needs as part of a broader package which will give them the flexibility they need to tackle congestion." The draft Bill will now face Parliamentary pre-legislative scrutiny by the House of Commons Transport Committee alongside a full public consultation.

BBC on Climate Change - The Impact on the UK

Since coming in to power in May 2006, Ealing Conservatives have introduced policies to encourage greater use of cars on our roads whilst simultaneously degrading public transport by removing bus lanes and cutting car parking charges. The result will be more traffic, more congestion and more pollution for Ealing residents. Every day we, and our families and friends, will be breathing in more Co2, subject to noisier, dirtier streets and will be spending more time stuck in traffic jams!

That's just the short-term scenario. For a longer term prognosis of the effects of pollution on our environment the BBC One programme ‘Climate Change - Britain under Threat’, in which Sir David Attenborough, Matt Allwright and Kate Humble explore the impacts of climate change on the UK, gives us an insight into the damage such irresponsible policies will exacerbate.

Experts consider the changes that the UK can expect given the most likely results from the BBC's experiment.

Jay Wynne from the BBC Weather Centre presents reports for typical days in 2020, 2050 and 2080 as predicted by the BBC experiment.

State of London Debate: Labour Mayor creating a climate of change for Londoners


At a conference for Londoners held at the Queen Elizabeth II Conference Centre in Westminster on Saturday 12th May Londoners got the chance to discuss some major issues with leading professionals and experts. Here is a flavour of some of the debates and what London's mayor is doing for Londoners.
Tackling Climate Change:what cities can achieve
Expert Mark Watts informed the audience that the argument over what causes climate change is over. It is now widely acknowledged that human activity is responsible for global warming.

All is not doom and gloom however, as experts maintain that it is perfectly feasible for us to cut our C02 emissions by 60% over the next 20 years. We could move from a society of high energy waste to a more efficient one of low waste. London emits 44 million tonnes of Co2 each year which is not as high as New York but is higher than most cities. 38% of this comes from our homes, 33% from businesses and 20% from ground transport.

The success of the Mayor's central London congestion charge in reducing congestion and pollution is now widely recognised across the world, so much so that New York is about to copy it.

4 out of 5 Londoners are concerned about climate change but few are making the necessary changes to protect the world we live in.

So what could we be doing? A few relatively simple steps could reduce our fuel bills by 1/3 and save us 350 pounds per year.

*Turning our thermostats down by 1% can cut 10% off our heating bills.
*Switching to longer lasting energy saving light bulbs can save us 100 each per light bulb over its lifetime.
*And insulating our lofts adequately - which amazingly, 95% of us have still not done!

The Mayor is offering Londoners advice, financial incentives and a flexible service tailored to your particular needs that can include a personal visit and green plan for your own home.

Londoners can take advantage of a special deal via the Mayor's office which allows them to insulate their loft and cavity walls at half the normal price and gives them 100 pounds cash back too! The Mayor is doing his bit. Now its up to us to do our bit. We don't have to reduce the quality of life but we do need to change the way we live. The 2003 heatwave across Europe, and the 35,000 premature deaths (mostly elderly people living in top floor flats) stand as testimony to this.

Poonan Desai, Director, Co-founder of BioRegional and Sustainability Director, BioRegional Quintain Ltd is adamant that green consumerism plus technical fixes will not be enough on their own to save our planet. He maintains that a comprehensive carbon pricing system must be introduced to dampen the inexorable growth in consumption of resources -particularly in aviation. However Carbon offsetting alone is not the complete answer "We must also be saying 'I don't need that stuff!'" he says. "Carbon offsetting is like cheating on your partner and paying someone else to remain celibate!"


London's Transport Journey

Peter Hendy, Commnissioner, Transport for London, informed the audience that for years London Transort had been run by a regime that prioritised minimising costs because of declining numbers of passengers. As a result it had suffered a serious lack of vital investment. However, the strong lead and extra funding from Labour Mayor, Ken Livinstone, has led to significant achievements in recent years. He has managed to raise public transport usage by 5% - which is unprecedented in a world city the size of London and in a society that is rich enough to own so many cars (even if they can't use them effectively).

The Mayor's congestion charge has seen a huge reduction in congestion in the west end and the western extension is proving successful also. In fact, New York's Mayor Bloomberg is so impressed he has proposed a similar scheme for lower Manhatten.
The Mayor has increased the reliability of London's buses and made them safer with the introduction of CCTV. He has achieved a 40% increase in patronage as a result and has brought in bigger buses to cope with the growth. His introduction of free travel for kids is saving families an average of 350 pounds per child per year - an enormous help to most families - and is helping to reduce congestion on roads at school run times. Contrary to what wannabe Tory MP, Angie Bray has been spouting, records confirm that there has not been an increase in bad behaviour on buses as a result.

2/3 of public transport users now use Oyster smart cards and cash use on London's underground and buses is down to 3% and 2% respectively. Journeys are faster and more efficient as a result.

London Underground, which is being modernised under a PPP, is transporting more people than ever - a massive 1 billion people last year. The DLR transported 60 million passengers last year and the extension to London City Airport has been a huge success.

The Mayor's work with boroughs means it is now easier and safer to walk in London and cycling and walking have increased by over 80%. His instigation of a joined up approach to transport policing with the Met (which did not exist before) has produced positive outcomes and there are now 1,500 police and PCSOs on transport and the proportionate level of crime to passengers remains very small.

Unlike several years years ago, London's population is no longer declining and the expected growth in population over the period 2001-2025 is + 800,000 to a total of 8.3 million people. This poses an enormous challenge for such an aged transport system and the implications for car growth, Co2 emissions and climate change are seriously alarming. The Mayor's transport policies described in his document 'Transport 2025' will be crucial to maintaining a tolerable and sustainable city. His succesful congestion charge and reduction in bus and taxi emissions are already helping to achieve this for Londoners as will his planned introduction of lower emission zones. His unswerving commitment to the common good of all Londoners remains admirable and unique and long may he continue. With his vision and conviction, Ken will continue to push for Crossrail so that Londoners will enjoy the benefits and London's pre-eminence as a world city will continue.



CRIME...GUNS, KNIVES AND GANGS
A panel made up of police, the minister for Police and Security and various voluntary groups discussed the priorities for making London a safer place for all at the State of London debate.

"We must stop gangs forming but it will take years as there is no quick solution." said Steve House, the Assistant Metropolitan Police Commissioner at the 'State of London' debate. "In the last few years we have seen the emergence of a subculture of violence and a glorification of guns and knives across youth, but especially in the black community.At the same time people have much quicker and more ready access to firearms." he added.

According to the police, although the Met detects 85-90% of homicides in London, the recent killings and stabbings are much harder to detect or prevent because they are usually prompted by surges of rage and are therefore not logical, so the culprits will not normally be deterred by the fear of punishment.

The issue is very high up the Met's list of priorities however, and they say since they have put a large uniform presence on the streets of hot spots, the violence has dampened down. However, they admit that this is not a longterm solution. What they say is needed, is to prevent the young people from becoming involved in gangs in the first place. They have therefore launched a 5 borough project south of the river Thames to find out how to do this and they are working with local authorities and voluntary groups to devise a formula to pull people out of gang activity.

The Assistant Commissioner went on to say that the attacks are due to a breakdown in society, which is not general or widespread, but affects about 5% of youths. "Many are getting involved at far younger ages than we previously thought possible and many feel pressured to be involved. There are some very serious education and parenting issues." he added.

Rev Obunge, Chief Executive, Peace Alliance, who called for resources for communities to invest in youth services which had been axed under Tory prime minister, Margaret Thatcher, said "It takes a village to raise a child. We are that village and let's raise our children."

During a question and answer session with the audience, a 12 year old boy received a large clap when he stood up and asked the panel who he could turn to for protection when walking home from school. He said, that like many other young people, he constantly feared being assaulted and/or mugged by youths from a neighbouring school on his journey home from school each day and he pleaded for somebody to do something about it.

Decima Francis, President, 'From Boyhood to Manhood',( an organisation which provides services to young black men who are failing in education, involved in high risk behaviour and in danger of educational or social exclusion) said, "We must do something about the way young people feel about London. It is a sad fact that young people no longer feel safe when travelling to school or meeting friends and many reduce their activities as a result. More adults on streets are needed. Who can they turn to for protection? If young people act up on streets or on buses adults are often afraid to tackle them for fear of being stabbed."

The Labour Government has created Safer Neighbourhood Teams for every ward, extra PCSOs and safer schools officers to tackle this problem. One benefit of the SNTs is that they are familiar with the local youth, interact with them and patrol hot spots so that their presence is felt and acts as a deterrent. The police are doing all they can by putting more officers on duty at peak offending times between 2-10pm.

But what emerged strongly from the debate was that this is not just a policing issue. Local authorities, schools and communities must work together - it is up to everyone. Azad Ali, Chair, Muslim Safety Forum, expressed the sentiments of the panel well when he said," In the longterm we need to counter years of individualism in order to recapture community and family values."

Lucky escape for youngsters at Hanwell junction crossing

Labour continues to press for a safe crossing of the Uxbridge Rd at its junction with Church Rd,Hanwell, in place of the notoriously unfriendly and dangerous one residents have to cope with now.

Pedestrians wishing to cross these roads must take pot luck darting across the road between constant traffic - often risking their lives while they do so. As they do not have an alloted time to cross the road via a green man they are forced to take refuge on the island in the middle, whilst they await a gap in the traffic which they judge to be a safe moment to cross.

It was sheer good fortune that a group of youngsters had left one of these refuge islands moments before a gas guzzling 4x4 careered through the lights and ploughed into it last Saturday. Surely it is unacceptable that any pedestrians - but particularly children and elderly residents - should be exposed to such dangers at a junction that is so fundamental to so many routine local journeys.

David Cameron - 'I want to be like 'common people'

Tory leader, David Cameron's latest PR gimmick has been to try to shake off his Tory toff image and to try to live like 'common people'. After spending two days living with a muslim family last week he moved on to find out what it's like to be a classroom assistant in a primary school this week. He didn't make much of an impact on the pupils however as they didn't even know who he or his party were. Wonder who will be next on his 'I want the votes of the common people list'?

Tory councils given green light to lower taxes through service cuts

A double act - Ealing's and Hammersmith & Fulham's Tory leaders.



The Times reported this week that Conservative councils are promising upfront tax cuts, squeezing spending and cutting back on funding for voluntary groups with the approval of David Cameron's inner circle. Despite the professed concern and rhetoric about social and environmental credentials many Conservative councils, including Ealing, are making cuts to services for the elderly and young people.
Ealing's neighbouring Tory borough, Hammersmith and Fulham, is leading the way with the lion share of the 34m worth of cuts to public services. At the last council meeting there were angry protests from several hundred residents objecting to the axing of funding which had sustained charitable groups that had worked with some of the borough's poorest communities. This year, the Ealing Tories benefited from a very favourable financial inheritance from the outgoing Labour administration's prudence which cushioned their cuts. However, they are likley to follow suit next year.

TORY COUNCILLOR MISSING!


We seek him here...we seek him there....?
Has anybody seen Elthorne Conservative Councillor JONATHAN OXLEY? The good people of Hanwell voted him in to represent them last May and are seriously concerned at his continual absence throughout most of the year. Whilst being one of the beneficiaries of the generous rise in allowances that Tory chief, Cllr Stacey, awarded his team weeks after gaining power, Cllr Oxley has attended very few meetings indeed during the past year and cannot be said to have earned it or fulfilled his responsibilities to local people. Perhaps his noticeable absence at Council and Hanwell Area Committee meetings is explainable by the fact that he is alleged to spend much of his time abroad. In that case, Hanwell residents are wondering why he stood to represent them in the first place? Residence overseas is an odd qualification for a Hanwell councillor? We hope he makes the appropriate deductions from his allowance?

Tory council's neglect of Hanwell Heritage


These two photos shown the Wharncliffe Viaduct before and after the so-called graffiti removal.

Not only has it taken the council over a year to get round to cleaning any graffiti off the Wharncliffe Viaduct but this is the dismal result. Only one pillar has been cleaned and only partially done at that! It's a totally shoddy job. We hope that the council is monitoring the performance of the graffiti removal contractors properly and witholding payment accordingly. At this rate it will take many years to clear.

Cricket Club fed up with Council's apathy and empty promises


The above photo shows the state of Hanwell cricket club as it was when we reported the graffiti to Ealing Council on 3rd April. Residents told us the graffiti had been there for several months. After waiting so long for the council to clean it, the club gave up and painted over it itself last weekend (see photo below) - otherwise it would never have been clean for the start of the cricket season. Yet another broken promise from this Tory council!

What a Waste?


Local people would like to know why the Council and gas board did not liaise with eachother over work carried out in Alwynne Rd. Ealing Council had no sooner resurfaced the road when the water board dug it up again. A local resident said, "You would think they could have synchronised the work, wouldn't you. The gas board works were planned a long time ago and the council is supposed to coordinate works with the major utility companies. It's sheer incompetence and a total waste of public money!"

Council sits on the fence for too long!


Residents are growing increasingly frustrated at the Council's inaction in determining the status of a widely believed 'public right of way'. The easement has been constantly used by local residents to access Hanwell Station for the past sixty years. However, since the owner of the property formerly known as Manor House School submitted plans to develop the site into an elderly persons' care home, the access route has been illegally blocked off. One local resident said, "The dispute has been ongoing for two years now and residents feel that the Council has had plenty of time to establish the facts. It seems to us that they are unwilling to stand up for local residents and too keen to accomodate this developer!"

Anti-social behaviour hot spot on village green


Hanwell village green residents are unimpressed by the Council's neglect of the above wall which has been left to deteriorate for many months. The dilapidation is thought to be encouraging anti-social behaviour and vandalism. Residents report that the green has become a hot spot for teenage drinking and rowdy behaviour at night and claim that the Council should be paying more attention to the upkeep of the area. One local man said the situation is getting so desperate that residents are considering forming a citizens' action group to do the Council's job for them, if no action is taken soon.

Rubbish piles up in Grove Avenue


In Grove Avenue there were no rubblish collections on the due day the week before Easter (4th April) or the full working week after Easter (18th April). Having to go to the dump on a Sunday isn't everybody's idea of fun. But this is a Tory Council with Showcase streets after all, but not one in Hanwell.

Tories break promises to Hanwell residents.






The police and residents reported all these incidences of graffiti in Hanwell to Ealing Council on Tuesday 2nd April but 17 days later , despite promises to remove it within 24 hours, the Tories commitment to Hanwell residents remains unfulfilled!
